For commissioners

SEND transport with operational grip from mobilisation onwards.

Green Destinations works with local authorities that need specialist passenger transport to be safe, accountable, scalable and commercially sensible. We focus on the controls that matter after contract award as much as the promises made before it.

What commissioners need

Safety, quality, capacity and value must work together.

Home-to-school transport is under sustained demand and budget pressure. We treat value for money as an operational outcome: suitable deployment, well-prepared routes, fewer avoidable failures, clear communication and effective escalation.

Mobilisation

Routes are prepared around passenger information, staffing, handovers, vehicle requirements and escalation routes before launch.

Safeguarding

Safer recruitment, clear boundaries, reporting expectations and role-specific safeguarding awareness underpin delivery.

Continuity

We aim for stable staffing and predictable routines while maintaining operational cover when circumstances change.

Value for money

Commercial discipline is balanced with the practical controls needed to keep vulnerable passengers safe and services dependable.

SEND transport mobilisation planning

Mobilisation control

Day one should not be the first time a route is understood.

Our mobilisation process brings together the information needed to operate a route safely and consistently. That includes passenger needs, staffing, pickup and handover arrangements, vehicle suitability, contact routes and any known adjustments or constraints.

  • Passenger and route information reviewed before deployment.
  • Driver and passenger assistant requirements confirmed.
  • Meet-and-greet arranged where appropriate and agreed.
  • School, parent and carer handover expectations understood.
  • Operational escalation contacts established before service begins.

Contract assurance

Evidence is part of the operating model.

We organise delivery so commissioners can understand how staff suitability, training, vehicle readiness, incidents, complaints and service exceptions are managed.

People

Recruitment controls, role suitability, DBS checks where required and clear conduct expectations.

Vehicles

Daily readiness checks, defect reporting and appropriate vehicle allocation support safe service continuity.

Exceptions

Delays, refusals, welfare concerns, incidents and no-meet situations are escalated rather than left to individual judgement.

Review

Operational information supports contract discussions, issue resolution and continuous improvement.

Resilience and scale

Capacity is only useful when it can be controlled.

Green Destinations operates nationally and supports multi-site transport operations. We combine operational management, recruitment and compliance processes, fleet readiness and technology-supported administration to scale services without treating individual passenger needs as interchangeable.

Operational control

Clear ownership of route setup, staffing, exceptions and communications helps prevent problems becoming unmanaged service failures.

Recruitment & compliance

Structured recruitment and compliance checks support expansion while retaining role suitability and safeguarding expectations.

Data & security

Operational and passenger information is handled through controlled business systems, with cyber security and data protection treated as part of service assurance.

Operational incident response

When something changes

Exceptions need ownership, not ambiguity.

SEND transport does not run in perfect conditions every day. Passenger circumstances, traffic, staff availability, vehicle defects and school arrangements can all change. Our expectation is that staff escalate exceptions promptly so the right operational decision can be made and communicated.

  • Live operational issues are routed to the appropriate team.
  • Safeguarding and welfare concerns are reported through defined processes.
  • Vehicle defects are recorded and acted on.
  • Repeated issues can be reviewed rather than normalised.
